Job Description:

·       The Program Manager shall provide the necessary program management, technical and functional services necessary to plan, manage, and control performance of all tasks under the PWS. The PM shall provide administrative, clerical, documentation and reporting services to manage performance under this Contract.

·       The PM has complete oversight and administrative control over the entire contract workforce and is the senior level liaison between the Contractor and Government, working directly with the Contracting Officer, COR, and Task Technical Monitor (TTMs), as applicable, to ensure all requirements are being met within the terms of the contract. 

·       Actively participate in specified meetings, briefings, conference, seminars, progress reviews, etc. This participation may include providing management, technical, cost or schedule information and other advice and assistance to the Contracting Officer/COR/TTM.

·       Support quarterly Program Management Reviews.

·       Prepare the following program management reports.

·       Bi-Weekly Production Updates –  brief the status of all analytical production being performed by analysts and related personnel on the contract

·       Monthly Status Report and Task Order Ceiling Compliance Report

·       Monthly Work Break Down Structure 

·       Quarterly Risk Management Plan 

·       Weekly Activity Report

·       Monthly Travel Expenditure Report and Trip Pre-Authorization Requests

·       Quality Control Plan

·       Provide local management to coordinate tasking and assignments of employees.

·       Ensure project interdependencies are planned and risks adequately mitigated. 

·       Be responsible for tasking of employees, prioritization of their time, adherence to the terms of the PWS, and adherence to Government mandated training and procedures. Completion of tasks will require contractors to provide NGIC-located (on-site) support. Monthly Status reports and Quarterly IPRs will be used to monitor Contractor performance.

·       Provide all-source assessments written to DNI Analytic Integrity standards (AIS), answer requests for information (RFIs), input relevant data into IC databases (i.e., MIDB, JCOFA) and contribute to intelligence products such as Contractor briefings, presentations, and assessments.

Here’s What You’ll Need:

·         Active TS/SCI

·         At least 12 years of experience in Defense, Military, or Intelligence community. 

·         A minimum of 8 years of management and supervisory experience, and 3 years of program management experience.

·         Working knowledge in JCOFA, C3/C4, and MILMOD. 

·         Communication skills to effectively interface with senior military officials, managers, and subordinates.

·         Operative knowledge of the Research, Development and Acquisition process within major threat countries.

Preferred: Masters Degree
